How to decide

How to choose the right free zone

The five factors that should drive your decision are: cost, location, activity type, visa needs, and how important prestige is to your clients. Most people only think about cost, but the others matter significantly depending on your business model.

The cheapest option is rarely the best. A $3,600 (AED 13,200) SPC licence might look attractive, but if your business activity doesn't fall within SPC's limited activity list, you'll be forced to switch within a year, paying setup costs twice. Similarly, if you need to pitch corporate clients in the UAE, a Sharjah jurisdiction address can create friction even if the underlying business is identical to a Dubai-based competitor.

At the other end of the spectrum, the most expensive option is rarely necessary. DIFC costs upwards of $22,000 (AED 80,700) per year and requires a mandatory physical office. If you're a freelance marketer or a software consultant, that cost is pure overhead with no corresponding benefit. DIFC is built for financial services firms, legal practices, and regulated fintech, not general service businesses.

The activity code is one of the most overlooked factors. Every free zone has a list of permitted activities, and your licence must match what you actually do. If you're a management consultant who also does some digital marketing, you need both activity codes on your licence. Some zones like Meydan (1,800+ codes) and IFZA (1,500+ codes) give you far more flexibility than specialist zones like DTEC (tech only) or SHAMS (media only).
