Our verdict

Our verdict

SHAMS is a specialist free zone, not a generalist one. If you work in media, content creation, marketing, or anything creative, SHAMS is one of the best and most affordable options in the UAE. If your business falls outside these categories, look at IFZA or Meydan instead.

The creative community is SHAMS's biggest strength. Hundreds of YouTubers, social media managers, graphic designers, videographers, and digital marketers call SHAMS home. The free zone actively supports its members with networking events, workshops, and a collaborative environment that budget free zones simply do not offer.

Our recommendation: If you are a content creator, media professional, influencer, or creative freelancer looking for an affordable UAE licence, SHAMS is the clear choice. If you need a Dubai address or a wide range of non-media activity codes, consider IFZA or Dubai Media City depending on your budget.

Best for
βœ“Content creators and YouTubers
βœ“Social media influencers and managers
βœ“Graphic designers and videographers
βœ“Digital marketing freelancers
βœ“Media production companies
Not ideal for
βœ•General trading or e-commerce businesses
βœ•Businesses needing a Dubai address
βœ•Consulting firms outside the media space
βœ•Companies needing physical office space
βœ•Businesses requiring wide activity code selection
Background

What is SHAMS?

SHAMS (Sharjah Media City Free Zone) was established in 2017 by the Government of Sharjah to serve the growing media and creative industry in the UAE. It is purpose-built for content creators, media companies, marketing agencies, and creative professionals.

Unlike generalist free zones that try to serve every industry, SHAMS is focused. Its activity codes, community events, and support services are all designed around the needs of media professionals. This focus has made SHAMS the go-to free zone for UAE-based influencers and content creators.

SHAMS has grown rapidly since launch, attracting thousands of creative professionals who value the combination of affordable licensing, a strong peer community, and a streamlined online setup process. The free zone regularly hosts networking events, workshops, and industry meetups that connect members across the creative ecosystem.

SHAMS is a Sharjah government free zone. Your trade licence will say β€œSharjah”, not β€œDubai”. You can still live in Dubai and operate throughout the UAE, but your company is legally registered in Sharjah. This is how SHAMS keeps costs significantly lower than Dubai media free zones.

+Medical fitness test ~$80 – ~$120/person
+Emirates ID ~$100 – ~$300/person
+Health insurance ~$500/yr – ~$1,200/yr
+Visa stamping ~$135 – ~$270/person

Realistic Year 1 total (starter, 1 visa)

SHAMS Starter Package$4,500
Visa processing (1 person)$1,800
Medical + Emirates ID$350
Health insurance$700
Misc (typing, bank account)$400
Realistic Year 1 Total~$7,750

Year 2 renewal: ~$3,800 – ~$4,500(licence + address + insurance). Lower than Year 1 because you don't repeat visa processing or initial setup fees.

At ~$7,750, SHAMS's realistic Year 1 cost is roughly one-third the cost of Dubai Media City (~$22,000). The trade-off is Sharjah jurisdiction instead of Dubai. For most media freelancers and content creators, the savings far outweigh the difference in address prestige.

Setup

How to set up in SHAMS: step by step

Honest assessment

SHAMS pros and cons: the honest assessment

What SHAMS does well
βœ“Purpose-built for media and creative professionals
βœ“Affordable pricing starting at ~$3,000 for freelancers
βœ“Popular with influencers and content creators
βœ“Simple, mostly online setup process
βœ“Active creative community with networking events
βœ“Fast processing (5-7 business days)
βœ“Specific activity codes for social media and digital content
Where SHAMS falls short
βœ•Sharjah jurisdiction, not Dubai (matters for some banks and clients)
βœ•Limited to media and creative activity codes
βœ•Mostly virtual setup with no dedicated physical offices
βœ•Banking can be harder with a Sharjah licence vs Dubai
βœ•Less recognised internationally than Dubai free zones
βœ•Not suitable for general trading or non-media consulting

SHAMS's trade-off is clear: you get an affordable, media-focused licence in exchange for Sharjah jurisdiction and a narrower range of activity codes. For media professionals, that trade-off is almost always worth it.

SHAMS vs IFZA

IFZA is the better choice if your business is not media-related. It offers 1,500+ activity codes and a Fujairah licence from ~$5,750. SHAMS is better specifically for media and creative work, with a more active creative community and purpose-built activity codes. If you are a content creator, choose SHAMS. If you are a general freelancer or startup, choose IFZA.

SHAMS vs SPC

SPC (Sharjah Publishing City) is slightly cheaper at ~$3,500 but focused narrowly on publishing and printing. SHAMS has a broader range of media activity codes and a stronger creative community. For social media, video production, or digital marketing, SHAMS is the better fit. For book publishing or print media, SPC may edge ahead.

SHAMS vs Dubai Media City

Dubai Media City is the premium option at roughly ~$15,000, offering a Dubai address and proximity to major media companies like CNN, MBC, and Reuters. SHAMS costs about a third of the price. Choose DMC if your clients care about a Dubai address or you need to be physically co-located with major media brands. Choose SHAMS if you want an affordable media licence and do not need the Dubai label.

Decision guide

Who should choose SHAMS?

SHAMS is a great fit if you…

βœ“Want an affordable media licence with a creative community
βœ“Run a small media agency or production company
βœ“Need a UAE residence visa tied to media or creative work
βœ“Value networking with other creators and media professionals
SHAMS is probably NOT right if you…
βœ•Run a non-media business (general trading, IT consulting, etc.)
βœ•Need a Dubai address on your trade licence
βœ•Require a wide selection of activity codes
βœ•Need a physical office or dedicated workspace
βœ•Are in regulated financial services (choose DIFC or ADGM)
βœ•Need strong banking relationships from day one

Ongoing costs

Renewal costs and what to expect after Year 1

SHAMS requires annual licence renewal. Start the process at least 2 weeks before your expiry date to avoid penalties. Renewal can be completed entirely online through the SHAMS portal.

ItemApprox. Cost
Licence renewal$2,500 – $3,500
Registered address renewal$500 – $800
Health insurance renewal$500 – $1,200
Accounting (corporate tax)$500 – $1,000
Annual ongoing total~$3,800 – ~$4,500

SHAMS's annual renewal cost of ~$3,800 – ~$4,500 is among the lowest in the UAE for a media-focused free zone. Dubai Media City renewals run roughly 3x higher. Factor this into your long-term budget when comparing options.
